An operator's skill quality maintaining system with electronic recording medium for identification comprises the electronic recording medium 1 for identification recording readable individual identification data and readable and writable technique identifying data, a portable terminal 2, a data management server 3, and study PC4 for education which have an electronic recording medium reading and writing system 21 for identification. The operator's skill quality maintaining system has a function transferring information (data) between the portable terminal 2 and the data management server 3, and the data management server 3 and the study PC4, respectively. The data management server 3 collects and analyzes information such as the management and maintenance works performed by an operator, self-study, attended education and the like, and records determined contents by downloading to the electronic recording medium 1 for identification. Then, the management and maintenance works of the management and maintenance target system or apparatus 8 are carried out by identifying an operator suitable for requested skill for work.
