To provide an electronic watermark embedding system/electronic watermark verification system which can maintain security even though an electronic watermark algorithm is publicly released.
Digital contents (original image 111) are divided into a part (area of low influence) with low human sensitivity and a part (area of high influence) with high human sensitivity. The area of low influence is encrypted with a public key 113, and literary work information 114 and a hash value of the area of high influence are embedded as an electronic watermark and then decrypted with a private key 112. Next, the area of high influence is combined with the area of low influence with the watermark embedded to generate an image 120 with the watermark. When the electronic watermark is verified, the image 120 with the watermark is divided into the area of low influence and the area of high influence, the area of low influence is encrypted with the public key 113, and the electronic watermark (literary work information 114 and hash value) is extracted and verified.
