An offset amount (rotational deformation amount) of the default spring 62 generated when the other end of the spring 62 is set in a second locking part provided in the opener member 52 of the valve gear 9, and a U-shaped hook part 63 is set in a locking part 55 in the opener member 52 is previously added in the opposite direction when the coil spring 6 is formed, thus reducing the offset amount generated when the spring 6 is set in the control device.
