PURPOSE: To prevent a developer from sticking on a no-image area by providing a 1st control means which is switched between an image area and the no-image area when a developing means is provided with a bias voltage applying means, and a 2nd control means which controls an exposing means.
CONSTITUTION: A sleeve 411 which constitutes a developing device 41 and a doctor blade 412 made of a magnetic material can be applied with an AC voltage 45 and a DC voltage 46 over lapped with each other through the switching of a switch S1. Thus, the bias voltage applying means is constituted to apply the DC voltage 46 to the image area by connecting the switch S1 to the side of a contact point (d) or to the no-image area by connecting the switch to the side of a contact point (e). Further, when toner is stuck on a dark part potential part of a photosensitive body, a switch S2 connected to the side of the content (e) is connected to the side of a contact point (f) to apply a DC voltage 47 and when the toner is stuck on a light part potential part, the switch is switched to the side of a contact point (g) to apply a DC voltage 48. Those control operations are performed by a control means 52 and the voltages 46W48 are adjusted to desired values.
