PURPOSE: To form a stable image by providing an electrostatic charging means controller for controlling so that a prescribed position on a photoconductive photosensitive body may be repeatedly electrostatically charged plural times.

CONSTITUTION: The device is provided with the electrostatic charging means controller 22 for controlling the means 35 so that the prescribed position on the photoconductive photosensitive body 34 may be repeatedly electrostatically charged by an electrostatic charging means 35 plural times. When the photoconductive photosensitive body 34 is laid in an electric field for a time equal to or above the prescribed time, the photoconductive photosensitive body 34 is refleshed, and then, the electrostatically charged charge on the photoconductive photosensitive body 34 can be prevented from leaking by electrons restrained around impurities. Thus, the lowering quantity of the surface potential of the photoconductive photosensitive body 34 through its dark attenuation characteristic can be reduced, so that the stable image can be formed.
