To provide an electrophotographic photoreceptor comprising a surface layer that suppresses electric potential variations associated with repetitive use.SOLUTION: An electrophotographic photoreceptor is provided, comprising a surface layer containing fluorine atom-containing resin particles, a binding material, perfluorohexanoic acid, and a charge transport substance. Content of the perfluorohexanoic acid in the surface layer is in a range of 0.010 to 25 mass ppb, inclusive, with respect to the fluorine atom-containing resin particles in the surface layer.
