PROBLEM TO BE SOLVED: To provide a photoreceptor that reduces a change in sensitivity even in high temperature and high humidity to low temperature and low humidity and can achieve good image characteristics, and an image forming apparatus including the same.SOLUTION: An electrophotographic photoreceptor has a photosensitive layer laminated on a conductive substrate. An intermediate layer is provided between the conductive substrate and the photosensitive layer, and the intermediate layer is an intermediate layer consisting of two layers: a compact titanium oxide intermediate layer and a porous titanium oxide intermediate layer.SELECTED DRAWING: Figure 1
