To prevent a landing place of an elevator from being congested with users.SOLUTION: An elevator group management device 8 according to an embodiment of the present invention includes: a landing-place congestion state information generating unit 836 that generates landing-place congestion state information, which is information on a landing-place congestion with users who wait for arrival of an elevator car 61; a landing-place congestion determination unit 839 that determines whether a landing place is congested or not; an allocation command processing unit 832 that performs a process of allocating an elevator to a user.
