PURPOSE: To improve safety by arranging an emergency time actuating brake on a friction wheel driving motor of a cage raised/lowered by driving of a friction wheel, and stopping changing rollers of a cage raising/lowering rope by a controller interlocking with it.

CONSTITUTION: A shaft 22 of a friction wheel 21 is driven by a motor 12 through a bevel gear 17 to raise/lower a cage 8. The cage 8 is connected to a balance weight 9 by a rope 7 through changing rollers 6, 6'. An emergency time actuating brake 14 is arranged on the driving motor 12, rotation of the friction wheel 21 is stopped by actuation of the brake 14, and an ascent/descent of the cage 8 is stopped by friction with the stationary structure part 23. A controller 26 is actuated by interlocking with actuation of the brake 14, the changing rollers 6, 6' or one of them is controlled, rotation is stopped, and a movement of the rope 7 is restricted by friction by the stopping to stop the auxiliary cage 8.
