An emergency communication system includes a first unit for monitoring and storing control information from a plurality of mobile phones and destined to a base station; a second unit for monitoring affair/accident information to the base station from the mobile phone, which is owned by either a sufferer having encountered the affair, the accident, etc., or a discoverer, so as to store it in a second database together with the position information of the mobile phone concerned; and a third unit for searching the above first database for the identification information and the position information of the other neighboring mobile phone located in a predetermined distance range from the position indicated by the position information of the mobile phone having originated the affair/accident information to cope with affair/accident information not handled yet, and for generating affair/accident occurrence map information inclusive of the position of the mobile phone having originated the affair/accident information and the position of the mobile phone existent in the neighborhood, so as to distribute it to the other neighboring mobile phone.
