To obtain an emulsifying dispersant which has emulsifying/dispersing capacity more excellent than that of the conventional emulsifying dispersant containing an ester phosphate (salt) and is low in frothing property.

This emulsifying dispersant contains the ester phosphate (salt) of an aliphatic alcohol alkylene oxide adduct which is expressed by the specified general formula: R1-(OA)k-OH and satisfies a specific relation inequality: Mw/ Mn≤0.030×Ln(v)+1.010 (wherein (v) <10) or a specific relation inequality: Mw/Mn≤-0.026×Ln(v)+1.139 (wherein (v) ≥10).
