The cleansing cosmetic is composed of an emulsion composition containing (1) 60-80 mass% oleum, (2) 1-2 mass% polyoxyethylene fatty acid glyceryl ester and (3) 0.5-2 mass% fatty acid at a (polyoxyethylene fatty acid glyceryl ester)/(fatty acid) mass ratio of 2:3 to 1:3. The content of water in the emulsion composition is preferably 5-20 mass% and the composition preferably contains a carboxyvinyl polymer in an amount of 0.1-10 mass% based on the water content. The production process for the emulsion composition preferably has a step to add an oil phase to a phase obtained by mixing a nonionic surfactant, a polyhydric alcohol and water.
