The encoding and decoding device is provided with a data holding means 103 that temporarily stores encoded data, a code supply means 101 that supplies the encoded data to the data holding means 103 in the unit of a prescribed data amount, a Huffman decoder 106 that decodes the encoded data stored in the data holding means 103, a data shift means 102 that sequentially shifts the encoded data stored in the data holding means 103 according to the result of decoding by the Huffman decoder 106, and a shift decision device 105 that compares the length of the encoded data stored in the data holding means 103 with a maximum code length in the variable length coding. The Huffman decoder 106 executes decoding of the encoded data when the data length reaches at least the maximum Huffman code length or over.
