PURPOSE: To reduce the number of the parts of a memory by requesting adjacent picture element data of a small screen, which is required for motion compensation, with memory access means which are adjacent each other to execute connection by means of a bus and transferring it from a memory.

CONSTITUTION: A blocking means 100 prepares input moving picture data in a block shape so as to distribute it to processors(Pr) 200-230 and a multiplexing means 500 multiplexes part code strings encoding-processed by respective Prs. Respective Prs write local decoding picture data A which is generated at the time of an encoding processing in the memories 400-430 with the memory access means 300-330 which are adjacent and mutually bus-connected. Respective Prs request packet dispatch to the respective memories when the reference of adjacent data A of the small screen is required at the time of a motion compensating operation and use a received response packet. Thus, respective Prs directly access to the adjacent memories the division of the memory into a sub-memory is not required and the number of the parts of the memory is reduced.
