A decoding device 50 in a compression encoding and decoding system is provided with an irreversible decoder 51 for operating irreversible decoding corresponding to irreversible encoding at an encoding side, a reversible decoder 52 for operating reversible decoding corresponding to reversible encoding at the encoding side, and an adder 53. The decoding device 50 operates irreversible decoding processing to an irreversible encoding code stream D2 obtained by operating irreversible encoding processing to original picture data, and outputs irreversible decoded picture data D31. Also, the decoding device 50 operates reversible decoding processing to a reversible encoded code stream D6 obtained by operating reversible encoding processing to difference picture data between the original picture data and the irreversible decoded picture data, and outputs a reversible difference picture data D32. Then, the reversible difference picture data D32 and the irreversible decoded picture data D31 are added so that reversible decoded picture data D33 can be outputted.
