PURPOSE: To encode a signal, by repeating the processing, where an input signal is divided into blocks of a different size in accordance with the input signal, proper times to express information of the position and the size of the block with numeric values.
CONSTITUTION: The picture signal picked up by a TV camera 1 is transmitted to a transmission line 3 after stored and encoded by a transmission control device 2. Next, the received signal is decoded by a receiving control device 4 and is stored in a memory 18 after reproduced to a picture signal. The transmission control device 2 consists of an A/D converter 12 which digitizes the video signal, a memory 13 where the output of the A/D converter 12 is stored, a coding circuit 14 which divides the stored picture signal into basic blocks of a proper size and reads out them and repeats the operation of redivision due to a threshold determined by luminance level distribution, an MODEM 15 which transmits information of the position and the size of each block and said threshold, and a control circuit 11.
