To provide an encryption/decryption system, a method, and a program that allow a privileged person to censor encrypted data without holding a plurality of keys in a device installed between a data transmitting person and a data receiving person.
An encryption permitting device 20 is connected to an encrypted-data transmitting device 21 and an encrypted-data receiving device 22. The encryption permitting device includes: a key information generating part 203 that creates information, which permits the encrypted-data transmitting device to execute data encryption, by a public key of the encrypted-data receiving device, and also, creates a session key from transmission pre-session information related to a session between the encrypted-data transmitting device and the encryption permitting device and data in the encryption permitting device; and an encryption/decryption operation part 204 that decrypts data, encrypted by using the session key, by the session key.
