To provide an energy management system, etc. which can appropriately allocate reduction target amounts of power to a plurality of users.SOLUTION: An energy management system 1 comprises: a control part 30 which acquires a power reduction amount creation command including a power reduction amount in an object time zone, information regarding a power generation amount of a power generating installation 60 which creates renewable energy of each user 50, and meteorological information in the object time zone; a power generation amount prediction part 32 which predicts a power generation amount of the power generating installation 60 of each user 50 in the object time zone based on the meteorological information; a demand prediction part 31 which predicts power demand of each user 50 in the object time zone; and an allocation determination part 33 which determines allocation of the power reduction amount of the power reduction amount creation command to each user 50 based on a prediction value of actual demand obtained by subtracting a prediction value of the power generation amount from a prediction value of the power demand.SELECTED DRAWING: Figure 2
