To provide a device for forcing a driver out of his vehicle to check up a minimal safety before starting the vehicle after finishing inspection for starting his work and loading/unloading of freight, and enabling him to restart the engine without taking the trouble of rechecking the safety from the outside of the vehicle in the case of loading/unloading in a business yard, or unexpected engine-stop on a road.

Exterior switches are provided in two parts of the vehicle, constituting so that engine-start operation does not become effective unless either of the switches is operated, further, even though engine revolution is stopped, restarting is enabled without operating the exterior switch, so long as the engine key is not removed from the keyhole.
