To realize improvement of convenience of a user and reduction of the number of part items of a vehicle, and to cope with emergency occurring while the user is in vehicle by utilizing license information read without requesting the user to input a PIN cord.
The PIN cord set in an IC license 40 of a driver of the vehicle is stored in an engine key 30 stored with engine key information corresponding to each vehicle 1. When the driver drives the vehicle, the engine key and the IC license are presented to an engine starting auxiliary device 10 mounted on the vehicle. The engine starting auxiliary device 10 reads the PIN cord from the engine key, reads license information within the IC license by utilizing the PIN cord and outputs a starting permission of the engine to an engine starting part 15 after confirming authentication of the license information, etc. The read license information can be transmitted from the vehicle to a prescribed center (a center coping with emergency).
