To provide an entrance and leaving management device capable of preventing intrusion to a security area by a malfeasant card for entrance and leaving used for theft and burglar and capable of making security properties more perfect.

The entrance and leaving management system has a main device 10 conducting overall management regarding the entrance and leaving of a security area 1. The entrance and leaving control system is composed of a security equipment 5 being installed to the security area 1, executing the test processing of a card C for entrance and leaving on the basis of control by the main device 10 and determining the propriety of entrance and leaving to the security area 1 which stopping a test processing to the card C for entrance and leaving in response to an emergency command from the main device 10 and resumeing the test processing by an emergency release command from the main device 10.
