A database device 14 registers the ID information and the image information as a database for each individual, and uses the database to check the ID information and the image information for those who enter or exit. A monitoring device 5 displays, records, and outputs the monitored information, the database, etc., and checks the ID information and the image information for those who enter or exit with the ID information and the image information stored in the database device 14 as the database, and if they are coincident, an electric lock 3 is opened via the controller 6 and an electric lock control device 4.
