PURPOSE: To prevent the deformation of a tube and to seal the opening end of the tube by a base former by automating the distributing supply from the former and a cutter to the base former.

CONSTITUTION: A tube C formed by a tube former 1 is cut by a cutter 2, and the lower opening end is so supplied as to be brought into contact with the upstream end of conveying and distributing means 6. It is distributed toward the downstream ends of a plurality while being conveyed without altering the attitude of each tube C, the tube C is mounted at one of molding head 8a of a turret 8b by mounting means. Thereafter, the head 8 mounted with the tube C is opposed to a cover material fixing unit 8c by the intermittent operation of the turret 8b, a cover material D is fixed to the opening end of the tube to be sealed, and the tube C is exhausted. Thus, the deformation of the tube C is prevented, and the former 8 seals the opening end by moving in the vertical direction of the tube C.
