To provide an estimating device, an estimating method, and a computer program.SOLUTION: An estimating device comprises: an acquisition section for acquiring measured data including a voltage of an electricity storage element, a current flowing through the electricity storage element, and a temperature relating to the electricity storage element; and an estimating section that estimates a state of the electricity storage element by inputting the acquired measured data into a state estimator constructed so as to simulate electrochemical phenomena and thermal phenomena of the electricity storage element.SELECTED DRAWING: Figure 9
