To solve issues that conventional evacuation tools and devices require a plurality of pieces of care taking for evacuation and are physically hard to use for a wheelchair user in a disaster.
An evacuee rides in a basket while riding on a wheelchair and the basket descends in a suitable speed. Thus the evacuee can be safely evacuated.
