A host group 3 has a plurality of hosts, which are exchanges. The present host 8 is provided with a connection management process 5 for establishing the connection of TCP/IP and a connection establishment processing process group 7 provided with connection establishment processing processes for performing the connection establishment processing corresponding to the respective hosts. A network 2 connects the line of the present host 8 and the host group 3.
