To obtain a steroid external preparation having excellent dispersibility in a base and emulsion stability, useful for treating acute eczema, atopic dermatitis, infantile eczema, etc., by making the external preparation include a specific alkoxy steroid compound, propylene carbonate and a polyoxyethylene hydrogenated castor oil.
This external preparation comprises (A) preferably 0.01-1 mass % of a 21-alkoxy steroid compound of the formula (R1 is a 1-4C alkyl or the like; R2 is a 2-7C alkanoyl; a wavy line is α configuration or β configuration), (B) 0.1-5 mass % of propylene carbonate and (C) 0.01-3 mass % of a polyoxyethylene hydrogenated castor oil. The component C has preferably 10-60 repeated oxyethylene units. The component A is dissolved in a liquid base containing the component B at 40-100°C and then formulated with an ointment base containing a solid base dissolved together with the component C to give a steroid ointment.
