A dial number including the area discrimination number which discriminates the service area is inputted in a dial input part 14. A destination classification discrimination part 17 discriminates whether the destination station is a terminal on a moving body or not in accordance with the presence or the absence of the area discrimination number; and if it is a terminal on a moving body, the line is monitored by a line monitor part 18 after call originating operation, and the presence or the absence of a ring back tone, a busy tone, or the like is detected. If these audible tone signals are not detected, the area discrimination number is changed by a dial change part 19, and another service area is called to try the connection to the destination station.
