To restrict mischief to a locking device in a parking system, or theft to the locking device.
A fastener cap 30 and a lock 60 are provided on a hole part around a bolt 16 fastening a main body case 11A of the locking device 10 to a cover 11B, or a bolt 14 fixing a locking device main body 11 to a foundation body 20 for covering the bolts 14 and 16 to be hidden, thereby the bolts 14 and 16 are prevented from being exposed for restricting mischief.
