To drastically reduce the cost of a fastening band device and improve security, in a lidded cylindrical container such as a drum can.
The device is divided into two bodies: a fastening band B including an annular ring 10 with ends, a first fastener 20 fixed to the one free end, and a second fastener 30 fixed to the other free end; and a fastening operation fitting C including a fastening lever 15 and a link 25 attached to the hinge 29 of the fastening lever so as to freely rotate. The fasting operation fitting is attached to the fastening band by fitting a pin into a hole so as to allow their free detachment. After the fastened state of the fastening band is locked by a locking arm 35, the connection pin y of the fastening lever is pulled out of the connection hole x of the first fastener. Then, the locking pin n of the link is pulled out of the locking hole m of the second fastener, and the fastening operation fitting is detached from the fastening band. The fastening band is attached to a drum can while fastened and locked. The fastening operation fitting is repeatedly used to fasten the lid of the drum can.
