A region approximation unit 20 approximates each region of a system of a continuous-time piecewise affine system having a bias term subject to a control, with an external ellipsoid. An evaluation output setting unit weights an element of a state variable vector representing a state of the system and determines an evaluation output z=Cx for optimizing the controller. A storage unit stores linear matrix inequality. A formulation unit acquires matrices Ai, Bi, and bi representing dynamics of the system and a matrix C for regulating the evaluation output, and generates a linear matrix inequality that is applied to the linear matrix inequality read from the storage unit, to be solved.
