PURPOSE: To cut a mat accurately regardless of the length of the mat by providing a mat delivery roller by which a mat to be fed to the surface or back of an electrode plate is cut to a given length according to the turning number of the mat.
CONSTITUTION: On the circumference of the rotary plate 4 mounted to the shaft of the mat delivery roller 2 is provided with the groove 5 whose both sides are fitted with a light emitter and a light receiver. And, according to the turning number of the mat delivery roller 2, or the number of light sent to the light receiver intermittently, the length of the mat 1 delivered is detected. After the mat 1 of glas woven cloth, etc., is gradually sent by the rollers 2 and 2' by a given length, the mat delivery rollers 2 and 2' are stopped and then the mat 1 is cut off by the cutter 3.
