This fiber web needle punching apparatus extends the connection bars (9, 10) of both mutually reversibly drivable eccentric wheel-driving devices (7, 8) in directions mutually reversibly oblique to a thrusting direction (5), rotating an additional eccentric wheel-driving device (7 or 8) synchronously with one of both the eccentric wheel-driving devices (7, 8), forming a parallel quadrilateral link mechanism for guiding a carrier (1) from a connection bar (9 or 10) pivotally attached to the carrier (1) similarly to the additional eccentric wheel-driving device (7 or 8) and the connection bar (9 or 10) of the synchronously rotated eccentric wheel-driving device (7 or 8), and making it possible to drive the mutually reversibly drivable eccentric wheel-driving devices (7, 8) through separated motors capable of being adjusted with controllers with respect to mutual rotation angle positions.
