The wire bundle 11 wound in a coiled shape is inserted in a stand 12 and the wire 13 is drawn out upward from a center of the wire bundle 11. A truncated cone shape hood 14 like an upside-down flowerpot is put to cover the wire bundle 11 and the stand 12, and a wire passage hole 15 for drawing out the wire bundle 11 is provided on a center of a round part at a top of the hood 14. Large motion of the wire 13 is regulated by an inner wall of the hood 14 even if sudden delivery of the wire 13 happens intermittently, by providing such a hood 14. The wire 13 does not get entangled and can be drawn out from the wire passage hole 15 in order.
