To eliminate any dripping of a filled material having a low viscosity when the material is transferred and improve a filling workability.
There is provided a filling device 10 in which a filled material 11 stored in either a hopper 12 or a tank 20 is sucked into a filling pipe unit 14 through a flow-passage changing-over valve 13 and the material is pushed into a filling nozzle 15 through the flow-passage changing-over valve 13 and filled in a container 16. The flow-passage changing-over valve 13 comprises a valve housing 23 having a hopper side flow passage 51, a tank side flow-passage 53, a filling pipe side flow-passage 54 and a nozzle side flow-passage 56 which communicate with the hopper 12, tank 20, filling pipe unit 14 and filling nozzle 15, respectively. A valve spindle 24 is moved within the valve housing 23 for switching between a suction state in which either the hopper side flow-passage 51 or the tank side flow-passage 53 communicates with the filling pipe side flow-passage 54 and a filling state in which the filling pipe side flow-passage 54 communicates with the nozzle side flow-passage 56, and then the hopper side flow-passage 51 and the tank side flow-passage 53 are selectively closed by a closing plug 57.
