To prevent the erroneous use of a management member.
In a film antenna consisting of a tag IC 12 for storing information for managing a management member, a conductor 13 having adhesiveness for improving the sensitivity of the tag IC 12 and increasing the output and a film 11 formed by sticking the tag IC 12 and the conductor 13 to an adhesive face and stuck to the surface of the management member in order to manage the use of the management member, the material and structural strength of the conductor 13 and adhesive strength between the film 11 and the surface of the management member are made to have distribution.
