A film intermittent conveying device includes a delivery device 20 for delivering a film 12 and a winding device 30 for winding up the film. The delivery device 20 includes a film delivery mechanism 22 and a delivery accumulation mechanism 23 for accumulating the film and discharging the film at a time. The winding device 30 includes a winding accumulation mechanism 33 for accumulating the discharged amount of film at a time when discharged, and a film winding mechanism 32 for winding up the film constantly at a specified rate. An intermittent conveying method includes the steps of repeatedly performing the accumulation and discharge of the film delivered constantly at a specified rate by the delivery accumulation mechanism 23, accumulating the discharged amount of film by the winding accumulation mechanism 33 upon discharging, and discharging the accumulated film constantly at a specified rate before being discharged next time by the delivery accumulation mechanism 23 and winding up the film by the film winding mechanism 32.
