A first separation wall 9 extending in the vertical direction is disposed in a first flow chamber 3a of a first frame 3. Thus, a plurality of first passages 3h extending parallel to each other in the vertical direction are formed in the first flow chamber 3a. A second separation wall 11 extending in the vertical direction is disposed in a second flow chamber 5a of a second frame 5. Hence, a plurality of second passages 5h extending parallel to each other in the vertical direction are formed in the second flow chamber 5a. High temperature sea water is allowed to flow through the first passage 3h from the lower end to the upper end thereof. Low temperature fresh water is allowed to flow through the second passage 5h from the upper end to the lower end thereof.
