A projecting roller impregnates a conductive cylindrical body 11 in resist, pulls up the cylindrical body 11 at constant speed and forms a resist film 12 of uniform film thickness which is thicker than the height of a very small projecting part 5. By passing a resin film between this projecting roller and a smoothing roller, the fine hole is formed in the resin film.
