The opening discharge side of the primary air tube 9 is terminated at a distance from the opening of the fuel transport tube 7, a swirl blade 15 is provided in a suitable position, and the burner is connected to a supply line for transporting fine particle fuel in a dense phase state. The fuel is transported inside the burner in an annular fuel transport space 13 formed outside the primary air tube 9 in the radial direction, and mixed with a primary air stream discharged from the primary air tube 9 in a volute state, so that the primary air stream is condensed equally in the circumferential direction by fuel. Thus, low Nox combustion performance can be enhanced and optimized.
