This system is provided with an infrared ray camera 8, a flame transmission filter 25, a fire spot extraction image processor 30, a fire position calculation device 32, a map generator 34 and a screen synthesizer 38. When a fire occurs, by extracting the fire spot by the image processing of the infrared ray camera, calculating the fire spot position by the latitude and the longitude from a present equipment position (latitude and longitude) and the direction information of the camera, marker-displaying it on map data, synthesizing it with the camera video image and transmitting it onto the ground, a disaster position is specified and the conditions are confirmed in real time.
