An implement body is constituted of implement elements A and B for which sleeves 2b and 3b are projectingly provided facing each other from the back surface of a pair of flanges 2 and 3 and the tips of the sleeves 2b and 3b can be freely slidably fitted to each other. Holes continuing into the sleeves 2b and 3b are formed at the respective flanges 2 and 3 of the implement bodies A and B and film bodies 2i and 3e are attached to the holes. On the tip side of the sleeve 2b of the implement element A, a thermally expandable member 2d with an intermediate partition film 2h for partitioning the inside of the sleeve is attached. The sleeves 2b and 3b of the implement elements A and B are fitted inside a through-hole and both flanges 2 and 3 are connected with a bolt shaft 4 and nuts 5. The film bodies 2i and 3e and the intermediate partition film 2h are cut and a pipeline 10 and a cable 11 are made to pass therethrough.
