In a personal computer 1 which upgrades a version of the firmware of a power meter 2 including a storage part 27a for storing the firmware, a CPU 23a for measurement for calculating a measurement result of power, and a main CPU 24 for performing processing using a calculation result of the CPU 23a for the measurement, the personal computer 1 comprises: a data storage part 13 for storing one firmware file storing measurement firmware and main firmware; an operation part 11 for selecting one of the firmware by a user operation; an extraction part 151 for extracting the firmware selected by the operation part 11 from the firmware file stored in the data storage part 13; and a transmission part 152 for transmitting the firmware extracted by the extraction part 151 to the power meter.
