PURPOSE: To obtain the flame retardant, curing adhesive film excellent in flexibility, emboss retaining characteristics and heat release properties by blending a flame retardant composed of decabromophenylene oxide and Sb2O3 to a specific organic binder part.

CONSTITUTION: An organic binder part (a) is obtained by blending (i) hydroxyl end plastic polyurethane elastomers, solvent-soluble, with OH radical value of 1-8 mg KOH/g with (ii) the phenoxy resin compatible with component i obtained from bisphenol A and epichlorohydrin with weight ratio of ii/i, being (1-2):(3-1), and (iii) sealed wax fatty acidic isocyanate prepolymer. Apart from the above, (iv) a flame retardant (b) is obtained by blending decabromophenylene oxide whose average particle size is smaller than 10 μm with (v) Sb2O3 whose ratio of component iv to component V is about (3-1):2 and average particle size, less than 10 μm, and (vi) with Al2O3.3H2O as the case may require. Then, component a and component b in 50-80%, by weight, are blended and formed the film of the invention with total OSV heat release of 20-40 is obtained.
