This flange surface cutting device is provided with a base body 2, an arm member 32 rotatably provided on the base body 2, a drive machine 25 fixed on the base body 2 to rotate the arm member 32, a tool rest 78 for a cutting tool provided to be movable in an extended direction of the arm member 32, a feed device 44 to transfer the tool rest 78, and plural protruded jacks 6 radially provided to a rotation axis of the arm member 32 to be capable of expanding/contracting. A feed roller thrust plate 22 fixed to the base body 2 is provided, the feed device 44 comprises a roller 46 to be applied to the surface of the feed roller thrust plate 22, and a spring 53 to energize the roller 46 to the surface of the roller thrust plate 22, and the tool rest 78 is transferred by rotation of the roller 46.
