In the mat, a plurality of flat heaters using carbon-based heating elements are arranged in a line and connected to each other so as to carry out temperature control of each of them separately. In the bed, the plurality of flat heaters using the carbon-based heating elements are arranged in a line on the inside, the upper surface, or the lower surface of a bed mat or the bed so as to carry out temperature control of each of them separately.
