To provide a flat panel display and a method of manufacturing a flat panel display.

The flat panel display includes: a first substrate; an organic light-emitting element disposed on the first substrate and including a first electrode layer, an organic light-emitting layer and a second electrode layer; a sealant disposed on the edges of the first substrate; a second substrate attached to the first substrate by using the sealant as a medium and forming an in-plane switching (IPS) mode electrode layer on a side facing the first substrate; a first alignment layer formed on a side of the IPS mode electrode layer facing the first substrate; and a liquid crystal layer filling a space formed between the first substrate and the second substrate.
