This flock finished printed matter has an adhesive layer 4 formed by printing a transparent adhesive on a pattern of a character 5 or picture printed on a base material paper 2. A flock 3 obtained by shredding transparent synthetic fibers into small pieces, is electrostatically implanted as filling into the adhesive layer 4 using a flock finishing device. The ground character 5 or picture color is seen through on the surface of the flock 3 by implanting the transparent flock 3 on the printed character 5 or picture, and the filling part has a soft feel like velvet and a three-dimensional decorative effect. Thus the printed matter can be applied to the use as fancy-looking book, picture postcard, message card, poster and the like.
