To provide a flood-preventing device having a flood-preventing plate raised up from the surface of a road to prevent flooding on a road, and particularly, to provide the flood-preventing device wherein the total height of the flood-preventing plate is reduced so as to prevent the lowering of the water-pressure resistance of the flood-preventing plate while the depth of a housing pit is reduced so as to improve construction performance and construction cost.

When a water-collecting bucket 11 descends together with an engaging sprocket 22 by the weight of reserved water, the middle part of a lifting chain 26 stretched between a pair of guide sprockets 23 and 24 is pulled down. As a result, a front end 26b of the lifting chain 26 is pulled to move toward a portion between the pair of guide sprockets 23 and 24. This causes the lifting chain 26 to lift up the flood-preventing plate 2 connected and fixed to the front end 26b of the lifting chain 26 out of the housing pit 5, thus causing the flood-preventing plate 2 to rise upward from the road surface 51. Thus, the flood-preventing plate 2 prevents water from entering a road 50.
