To make it possible to provide more appropriate observation support information in consideration of the characteristics of each individual catchment basin in the case of a wide range of observation area.
An observation area is divided into a plurality of rectangular cells. For each rectangular cell, an average of altitudes and a type of land use are set, and a tank model corresponding to the type of land use set for each rectangular cell is read out. A sum of areas of tank base represented by the tank model for each rectangular cell is calculated, and the sum of tank capacities thus calculated is set as the weight of the cell. Then, based on data on the average of altitudes for each rectangular cell, a plurality of cells are grouped into a plurality of cell groups that constitute a particular catchment basin. For each cell group, a directed branch extending from an upstream to a downstream is set in accordance with the flow of water between a plurality of cells constituting the cell group. Finally, based on the weight of the rectangular cell and the directed branch between the cells, the priority for observation is determined with respect to the plurality of cells or cell groups.
